The city of Dalaran once housed the most mighty mages of Lordaeron, however during the third war when the undead armies of the Lich King laid siege to the city,
Some of the mages rather than fight the unstoppable horde instead made a dark pact with the Lich King throwing aside their humanity in exchange for eternal life as powerful liches.
Even after their rebirth into unlife these dark mages had lost none of their previous mortal spellcasting abilities and in some cases had them greatly augmented.
Lichmasters have an awesome array of electric spells which they use to fry their enemies alive.

All units within a 125 radius at time of impact suffer damage and are stunned for 1.2 seconds while all units within a 200 radius are hit for 50 damage each.
Any unit hit has their attack and movespeed reduced by 50% for 5 seconds.
Level 1 : Deals 100 damage within 125 radius and stunned for 1.2 seconds. Requires hero level 1.
Level 2 : Deals 130 damage within 125 radius and stunned for 1.2 seconds. Requires hero level 3.
Level 3 : Deals 150 damage within 125 radius and stunned for 1.2 seconds. Requires hero level 5.
Level 4 : Deals 200 damage within 125 radius and stunned for 1.2 seconds. Requires hero level 7.

Through careful study some wizards learned to make use of the art of controlling electricity and thusly created many offensive spells to utilize such power.
One of these was the ability to arc bolts of lighting in all directions frying any enemies that came too close.
Blasts an area around the Lich extending 375 range in every direction with electricity to damage and slow up to five enemies caught within the blast by 50% for 2 seconds.
Level 1 : Deals 70 damage and slows enemies by 50% for 2 seconds. Requires hero level 1.
Level 2 : Deals 90 damage and slows enemies by 50% for 2 seconds. Requires hero level 3.
Level 3 : Deals 110 damage and slows enemies by 50% for 2 seconds. Requires hero level 5.
Level 4 : Deals 130 damage and slows enemies by 50% for 2 seconds. Requires hero level 7.

Just before the invasion of Dalaran in the third war a select few mages were trained in the arts of manipulating electrical fields.
These mages were eventually through much research, able to channel huge currents of electcity through an object yielding spectacular and often fatal results.
Electrocute is channeling magic that fry's a single enemy unit within 475 range with a blast of electricity completely immobilising it and draining its hitpoints over time.
Level 1 : Immobilises target unit for 1.5 seconds and deals 15 damage. Requires hero level 1.
Level 2 : Immobilises target unit for 2.5 seconds and deals 25 damage. Requires hero level 3.
Level 3 : Immobilises target unit for 3.5 seconds and deals 35 damage. Requires hero level 5.
Level 4 : Immobilises target unit for 4.5 seconds and deals 45 damage. Requires hero level 7.

When unleashing their full magical capabilities battle wizards can cause immense devastation and the fallen mage-liches of Dalaran are no exception.
Once masters of manipulating the weather the fallen mages have lost none of their spellcasting potency since their transformation into Liches.
Maelstorm is a channeling spell that lasts for 30 seconds to conjure a huge electrical storm in front of the Lich that slowly travels randomly, decimating enemy units nearby with blasts of Chain Lightning.
Level 1 : Fires 2 bolts of lighting every 1.5 seconds. Requires hero level 6.
Level 2 : Fires 2 bolts of lighting every 1 second. Requires hero level 12.
Level 3 : Fires 2 bolts of lighting every 0.5 seconds. Requires hero level 18.

Skill Build Justification
We start maxing Lighting Strike because it's our main damage and stun.
Then we root of and choose if we want a Teamplay or 1v1 build,
The only thing that changes is wether you max out Electrocute or Electricity Nova first. This is because Electrocute holds enemies so teammates can bash on it, In a 1v1 battle the spell will become useless so you max out Nova for the slow and damage.

Final Items Justification
Dragon Blade increases your stats which is useful because you really don't need damage as a nuker, and the active skill on it helps nuking creeps and heroes alot. Amulet of Power increases your mana pool, and again the active skill is very useful. Cursed Armour is gotten because nukers get ganked by melee units alot (Yes we would all gank the nukers!) So the return damage effect helps survivability. Waterwalk Boots for the movement speed, Shamanic Totem is for the Intelligence bonus which increased your manapool slightly, and since those are all the items you really need you can be the one that buys the Key, or get some Potions so you won't have to regenerate at base that much.
Item Order
1. Boots of Speed. (350 gold + 20 wood)
2. Amulet of Power. (3000 gold + 200 wood)
3. Cursed Armour. (1500 gold + 80 wood)
4. Dragon Blade. (2000 gold + 75 wood)
